Private or Public? Choosing Where to Propose in Rovaniemi: Ounasvaara, the River, Arktikum or Private Land
Rovaniemi has beautiful public places and a few very good private ones, and the choice changes the whole feel of the moment. This is our honest comparison, from the couple who plan proposals here through our own company, Rovaniemi Weddings.

Public places in Rovaniemi, such as Ounasvaara hill, the riverbank or the area around Arktikum, are free, easy and photogenic, but you share them with other visitors, you cannot control the light or the quiet, and nothing can be left standing before you arrive. Private land gives you the opposite: nobody else, a prepared setting and a fire. For a private proposal we use On the Frozen Lake (from €1,400, December to March) and The Fireside Proposal (from €1,400, year-round). If you want a public spot with the styling and photographer of a private one, the Surprise Proposal Photoshoot (from €1,050) starts on Ounasvaara hill or at Vaattunkiköngäs. What We Mean by Public and Private
A public place is anywhere you could walk in without anyone’s permission: Ounasvaara hill above town, the riverbank, the paths around Arktikum, the bridge at Vaattunkiköngäs. A private place is land or a venue where access is controlled and nobody else is around: the private lake and laavu we use just outside Rovaniemi, the Ice Chapel at the Arctic SnowHotel & Glass Igloos when we book it for you alone, or a glass dome at Invisible Forest Lodge.
Both can be wonderful. The question is what you want to give up. Public places cost nothing to enter but give you less control. Private places cost more but let us prepare in advance. Because Rovaniemi Weddings is our own company, we use private land for most proposals, and we want to be honest about why and when we would not.
The Case for Public Spots
The best public places in Rovaniemi are genuinely good. Ounasvaara hill gives wide views over the forest and the rivers, with snow-covered pines in winter and autumn colour in September. Vaattunkiköngäs has its bridge and a river that stays dramatic in every season. Public spots are free to enter, close to town and easy to reach on foot or by a short ride, which makes them attractive when time and budget are tight.

Their weakness is control. Other visitors may walk through. A winter weekend or a school holiday can bring tour groups. We cannot leave candles, lanterns or flowers standing in a public place for hours, and the setting is simply what nature gives you. In the deepest cold, there is no heated place to wait. A public spot works best when you accept a simpler moment, a short window and the possibility that someone nearby is also taking photographs.
The Case for Private Land
Private land turns the proposal from a walk into a prepared scene. On the lake we use for On the Frozen Lake, the ice is styled with candles and lanterns for the time you choose, with a fire and warm drinks waiting on the shore. At the laavu used for The Fireside Proposal, the fire is already crackling, with warm drinks and cookies, and in winter a reindeer to feed. Nobody else is there, which means nobody to be self-conscious in front of, no noise, and enough space for a photographer to work from a respectful distance.

The cost is the price of the proposal. Both options start from €1,400, include planning, set-up and removal, a bouquet of 30 roses, sparkling wine and a professional photographer, and the Fireside Proposal is available all year. The honest limitation is that the lake needs thick, safe ice, so it runs from December to March.
A Side-by-Side Comparison
| Public spot | Private land or venue | |
|---|---|---|
| Privacy | Shared; people may walk by | Yours alone |
| Styling | Limited to what can be set up shortly before | Candles, lanterns, flowers, fire and décor prepared in advance |
| Warm-up | Usually none on site | Fire, warm drinks or a heated room nearby |
| Cost | Free to enter; planner and photographer extra | From €1,400 for the lake or laavu, from €1,800 for the Ice Chapel |
| Season | All year | Laavu all year; lake December–March |
| Weather risk | Fully exposed | Exposed, but with a fire and a plan |
None of this means public is bad. It means you should decide knowingly.
How the Seasons Change the Answer
The choice looks different in each season. In deep winter, the cold makes private land and a heated place nearby worth the price: you have a fire, warm drinks and room for a photographer to work in short bursts. In March the long light makes public hills lovely in the afternoon, and in September the autumn colour on Ounasvaara is hard to beat, though the first northern lights return to the sky in late August. In June and July the midnight sun softens everything, and a public spot at 22:00 can feel almost private because most visitors are asleep. Private options that work in summer include The Fireside Proposal, the Surprise Proposal Photoshoot, Dinner in the Glass Dome and The Path to Yes, while the frozen lake and Ice Chapel are winter-only, from December and mid-December to the end of March respectively.
If you are planning around Christmas, remember that availability matters more than season: private settings sell out first, and a public place in the holiday weeks can be crowded precisely when you want quiet.

A Middle Way: Public Place, Planned Moment
The Surprise Proposal Photoshoot is our answer for couples who love a particular public place. It begins as a walk on Ounasvaara hill or at Vaattunkiköngäs, where the proposal setting has been styled with candles, lanterns and florals, and a photographer is already working. Optionally it continues to a second location such as the Möötikkärakka viewpoint or a private reindeer farm; the farm charges separately. It runs two hours from €1,050 and includes edited sneak-peek images within 24 hours and a gallery of at least 80 edited images three weeks later.

For something even closer to your door, Right Where You Are (from €650) styles the garden, terrace or room where you are already staying, with the property’s agreement.
Which One Fits Which Partner
Think about your partner, not about the photograph. If they hate being watched, choose private. If they love adventure and are comfortable with a few strangers around, a public spot can be perfect. If they would be happiest in warmth, choose the Ice Chapel or a dome dinner. If they dream of the northern lights, the sky itself is the setting and Yes Under the Aurora takes you far away from the city lights.
If you are travelling at Christmas or New Year, public places fill up and private options sell out first; see our guide to proposing in Rovaniemi in December. If you are weighing winter settings against each other, our comparison of the Ice Chapel, frozen lake and snow hotel goes deeper.
Practical Notes: Access, Weather and Cover Story
For a private proposal, transport is usually included or priced by distance from Rovaniemi, so you do not need a car. For a public one, check opening and access, dress for the weather and plan how you will arrive without alerting your partner. In winter there is no rain, only snow, and we agree a weather plan for either type. Keep the cover story simple, such as a photo session, a tour or an evening walk. We communicate only with you and never contact your partner. Whatever you pick, arrive a little early in your own head: a proposal goes best when you have walked through the first thirty seconds, where you stand, what you say first and who holds the bouquet, with the photographer, so that the moment itself is the only unplanned part. Also decide in advance who will carry the ring, and keep a spare pair of gloves in your pocket for the photographs.
Questions to Ask Yourself Before You Choose
Before you decide, walk through four questions. First, how does your partner feel about being watched? If the answer is badly, you have already chosen private. Second, how cold-tolerant are you both? A fire and a heated room change a lot at −20 °C. Third, how much do you want the photographs to look like a finished piece? Styling, lanterns and a photographer working without strangers in the frame make a large difference. Fourth, how flexible is your budget? A public walk with a planner and photographer can cost from €1,050, while private land and a prepared setting start from €1,400. There is no wrong answer, only the one that matches your partner. If you are unsure, send us a message through Contact Rovaniemi Weddings with a few words about them and we will suggest the option we would choose.

FAQ
Is it legal to set up a proposal in a public place in Rovaniemi?
Access rules depend on the place, so we check them for the option you choose. Anything that stays standing needs the owner’s agreement, which is one reason we use private land for most set-ups.
Do public spots cost anything?
Entering is free, but a planner, styling or photographer are extra. The Surprise Proposal Photoshoot starts from €1,050 and includes the photographer.
Is private land close to Rovaniemi?
Yes. The lake and laavu we use are just outside Rovaniemi, and the Arctic SnowHotel is a short drive away.
What if there are other people at a public spot?
They may be. We choose times and places that reduce this, but only private land guarantees nobody else.
Can we change location on the day?
Often yes, if the weather asks for it, when the new place is available. We agree the plan in advance.
Our Honest Final Word
If you can afford it, we would choose private land every time, because it lets us prepare the moment properly and gives you a warm place to stand. If you love a public view, we would not talk you out of it; we would add a photographer and a plan. Rovaniemi Weddings is our own company, so we are not neutral, but this is the advice we would give a friend.
