Can You Fly a Drone in Finnish Lapland?
Yes — and compared to many European countries, Finland is relatively drone-friendly. The landscape rewards it: vast boreal forest, frozen lakes that stretch to the horizon, and on lucky nights, a sky on fire with aurora borealis. We’ve shot footage that we couldn’t have captured any other way.
That said, “drone-friendly” doesn’t mean “anything goes.” Finnish airspace regulation follows EU rules with some local additions, and Rovaniemi’s status as an active commercial airport city means there are meaningful restrictions in the urban core. The good news: with a bit of prep, almost every compelling shot we want is accessible legally.
The short version is this — if you’re flying a sub-250 g drone recreationally and staying below 120 m above ground level (AGL), you’re operating in the easiest regulatory tier. If your drone is heavier or you want to fly in controlled airspace, there’s a registration step and potentially an airspace authorisation to sort first.
Finnish Drone Law in Plain English (2026)
Finland applies EU Regulation 2019/947 (the “Open Category” rules) with no significant national deviations for recreational flyers. Here’s what matters in practice:
Subcategory A1 (under 250 g): Fly almost anywhere, including near uninvolved people, as long as you avoid directly over crowds and restricted zones. No registration required. This covers drones like the DJI Mini 4 Pro.
Subcategory A3 (250 g – 25 kg, outside populated areas): Must stay at least 150 m from residential, commercial, industrial, or recreational areas. In practice this means open forest, open fields, lake centres — exactly where you want to shoot in Lapland anyway. Registration is required if your drone weighs over 250 g; for EU citizens this is done through your home country authority, for non-EU visitors Finland’s Traficom handles it.
Maximum altitude: 120 m above ground level everywhere in Open Category, unless you have specific airspace authorisation.
Visual line of sight (VLOS): You must keep the drone visible to the naked eye at all times. No FPV-only flying without a spotter.
Restricted zones (CTR/TFR): Rovaniemi Airport has a Control Zone that covers the city. You must use the Droneinfo app (published by Finavia and Traficom) to check current restrictions before every flight. In the CTR, flying requires explicit ATC authorisation — usually granted quickly for low-altitude requests away from approach paths, but never assume.
Where You Cannot Fly Around Rovaniemi
These are the zones we always check before we even unpack the bag:
Rovaniemi Airport CTR: The entire urban core of Rovaniemi falls within the airport Control Zone. You need authorisation from Rovaniemi ATC (via Droneinfo or direct radio) for any flight here. In practice, for low-altitude recreational flights on the outskirts of the zone, authorisation via the Droneinfo app is straightforward and often automatic.
Santa Claus Village / Napapiiri area: This is a heavily visited area and has been subject to temporary flight restrictions, particularly during peak Christmas season. Always check Droneinfo on the day — even if you flew there last week without issue.
National Parks and Nature Reserves: Pyhä-Luosto National Park (about 100 km southeast of Rovaniemi) has strict no-fly rules to protect wildlife and the wilderness experience. Ounasvaara, the fell right next to Rovaniemi city, is generally fine outside events but always verify.
Military areas: Finland has several restricted military zones in Lapland. These appear clearly on Droneinfo. Don’t improvise around these — penalties are significant.
Reindeer herding areas during active herding: Not a legal restriction, but a courtesy one. Flying over reindeer can cause panic and real harm. During autumn and spring roundups especially, keep distance.
Best Spots for Drone Photography Near Rovaniemi
These are the locations we return to repeatedly because they consistently produce images that look like nowhere else on Earth:
Ounasjoki River bends, north of city centre: Fly upriver 3–5 km from the urban core and you’re out of the densest CTR pressure. The river meanders in huge frozen loops through birch forest. In January and February, the ice is bone-white and the shadows are electric blue at midday. Sunrise here in late February — when Rovaniemi finally gets meaningful colour back — is among the best light we’ve ever flown in.
Ounasvaara Fell (summit and eastern slopes): At 270 m above sea level, the summit gives you a natural elevated launch point. The views south over Rovaniemi and the Kemijoki–Ounasjoki confluence are spectacular. The fell’s eastern face in late afternoon winter light turns every snow-covered spruce into a shadow sculpture. Check CTR authorisation as you’re within the zone, but requests are typically granted.
Kemijoki shoreline south of city: The Kemijoki is Finland’s longest river and passes just south of Rovaniemi. The section near Saarenkylä gives you a wider, more dramatic river shot than the Ounasjoki. Less tree cover means better winter sun angles.
Open wilderness north of Rovaniemi (Vanttauskoski area): Drive 45–60 minutes north on Road 4 and you’re outside the CTR entirely. The landscape opens into tundra-adjacent terrain. Lake Vanttausjärvi and its surrounding bog are extraordinary in early winter before snow compresses — the frost patterns from above look almost geological.
Pallas-Yllästunturi National Park (2.5 hours away): If you’re willing to make the drive, the fells here are legally flyable (check park rules — the core protected areas have restrictions, but the access roads and visitor areas are typically fine). The scale of the treeline-to-fell transition is unlike anything near Rovaniemi.
Winter Flying: What Changes When It’s -20°C
Cold-weather drone operation is a different skill set. We’ve had batteries fail mid-flight, gimbals freeze, and video feeds glitch in conditions we thought we were prepared for. Here’s what we’ve learned the hard way:
Battery performance drops dramatically. At -20°C, a battery that gives you 28 minutes in summer may deliver 8–12 minutes in the field. We always pre-warm batteries against our body (inside a jacket) right until launch. We never launch with a cold battery. Carry more batteries than you think you need — we bring at least 4 for a serious session.
The drone itself needs warming. Let the drone hover at 1–2 m for 2–3 minutes before climbing. The motors warm up, the gimbal stabilises, and you learn if something is wrong before you’re 80 m up.
Return-to-home (RTH) settings: Set RTH altitude above the treeline — 60–80 m is our standard for forested Lapland terrain. A cold-weather battery failure with a low RTH setting can put the drone into a tree.
Condensation on landing: Coming from cold air into a warm car creates condensation on electronics. We let the drone equilibrate in a dry bag in the boot of the car for 20–30 minutes before bringing it inside. This has saved us from moisture damage multiple times.
Your own hands: Thin liner gloves for controller operation, thick mitts when you’re not actively flying. You lose fine motor control faster than you lose body warmth. We fly shorter sessions in extreme cold and warm up between takes.
Wind: Lapland’s open terrain means wind is rarely a problem for the drone itself (most modern drones handle 40+ km/h fine), but blowing snow creates visibility issues that affect your VLOS obligations. Don’t fly in blowing snow conditions.

Registration: If your drone is over 250 g, EU visitors must be registered in their home country’s UAS registry. Non-EU visitors register with Finland’s Traficom (traficom.fi — English language, done online in 15 minutes, costs around €30). You receive an operator ID that must be labelled on the drone.
Insurance: Not legally required for hobby flights in Finland, but strongly recommended. Your home contents insurance may cover hobby drone liability — check. If not, specialist drone insurance (Allianz, Coverdrone, etc.) costs €50–100/year for recreational coverage.

Can I capture aurora on a drone camera?
